He was born Aug. 3, 1947, in Kansas City, Missouri, to Samuel Flacks and Leah Flacks Webb who preceded him in death. He was a lifelong resident. {mprestriction ids="1,3"}He graduated from UMKC where he became a life member of Alpha Epsilon Pi Fraternity.

Harvey and his wife, Janelle Rabin Flacks, celebrated 40 years of marriage this past May. Before retiring in 2007, they owned and operated six Thrifty Car Rental locations in the Midwest as well as Dollar Car Rental locations in two cities and Thrifty Airport Parking in multiple cities. Harvey was elected to the Thrifty Licensee Board, serving as Chairman of the Thrifty Car Rental Advertising Committee for the majority of the 26 years he was a franchisee, and was well respected for his operating expertise.

After retiring, Harvey spent the last eight years doing what he always dreamed of … nothing! He enjoyed spending every February in a different warm climate each year, taking numerous trips with family members, friends and just his wife, and eating out in restaurants. He loved spending time with his 2-year-old grandson and looked forward to taking him and additional grandkids to the circus and Royals baseball games.

Harvey is survived by his spouse, three children: Benjamin and Zohar Flacks of Lenexa, Mitchell and Alison Flacks of Vienna, Virginia, and Melinda “Mindy” Flacks of Olathe, two grandsons, Eli and Adam of Lenexa, and a soon-to-be born grandson in Vienna.
